The Department of Transportation and Infrastructure's (DTI) mission is to contribute to New Brunswick's economy and quality of life by providing and supporting sustainable infrastructure that allows for the safe and efficient movement of people, goods and government services to the public. Not only is the department responsible for the managing over 18,000 kilometers of provincial highways, it also manages the planning, design and construction of hospitals, schools and other government buildings.

The Department is seeking a dynamic leader to fill a critical leadership role for the position of Director of Design in Fredericton. The Design Branch has approximately 70 employees and plays a key role in the development of the department's capital budget for transportation.  The annual transportation capital budget is typically in the range of $250-300 million.

The Design Branch is responsible for the design and tender of grading, paving, municipal, hydraulic and structure projects for the department's construction program. The branch provides technical expertise and makes recommendations to the department relating to engineering surveys as well as geological and hydrotechnical engineering for the design, construction and maintenance of highways and structures. In addition to this, the Design Branch provides engineering applications and technical support to various branches and staff, carries out quality control/assurance testing of engineering material, identifies property requirements, provides document support and research on materials and procedures related to the transportation industry.

The Design Branch also has direct liaison with various DTI Branches and units such as Property Services, Environment, Project Development and Asset Management, Project Management Office, Finance and Admin, Construction and Operations (including the District operations). In addition, the branch also has direct interaction with various provincial and federal departments including Environment and Local Government, Natural Resources and Energy Development Tourism, Heritage and Culture, Aboriginal Affairs, Service New Brunswick, Infrastructure Canada, Transport Canada, Fisheries and Oceans Canada, etc.

Who you are?

You are a dynamic leader with strong people management skills and a proven history of leadership within a design/engineering portfolio and experience leading in a unionized environment.  As the ideal candidate, you have experience leading a team through times of cultural change. You are a strong people leader and have experience building a high performing team of credible and trusted subject matter experts dedicated to efficient and quality program delivery. Your strong leadership skills allow you to be a strategic resource and partner to senior leaders and you have a demonstrated ability to work with leadership to advise on strategic direction and change. You also have the credentials, reputation, experience and confidence to work seamlessly with the department's senior leaders to strategically improve the design function.

Your Educational background includes:

Essential qualifications: University degree in Engineering with a minimum of nine (9) years of progressive related experience including five (5) years in a people management role. An equivalent combination of education, training and experience may be considered.

Registration as a Professional Engineer with the Association of Professional Engineers and Geoscientists of New Brunswick is also required.  The Director of Design forms part of the joint DTI/Road Builders Association of NB executive and is part of the department's Senior Leaders Committee.

As the Director of the Design Branch you will be responsible for overseeing:

  • engineering services and support in the areas of highway and structure design, engineering and legal surveys, hydraulic and geotechnical engineering and research;
  • materials testing services through the Central Laboratory;
  • working with internal and external stakeholders on the fulfillment of the department's long-term plans for infrastructure improvements;
  • conformance with government and departmental guidelines and objectives, collective agreements including the management of a large staff of non-technical, technical, professional and administrative support staff;
  • strategic direction and be required to represent the department on matters with stakeholders; and
  • a performance-based organization.

Written and spoken competence in English is required for this position. Please state your language capability.

SALARY: $3,977.00 to $4,378.00 bi-weekly.
