The Department of Environment and Local Government (ELG) is seeking a dynamic and accomplished leader to join the leadership team as the Corporate Services and Community Funding Division Assistant Deputy Minister (ADM).

The Corporate Services and Community Funding Division provides departmental corporate services including finance and administration, human resource management, information management, performance excellence, legal affairs and administers community funding programs. 

What you will do

As ADM of the Corporate Services and Community Funding Division, you will report to the Deputy Ministers of Local Government and Local Governance Reform and Environment and Climate Change. You will be responsible to lead, oversee and manage the mandate of your respective division in advancing the Government of New Brunswick's vision and direction.  

The ADM of Corporate Services and Community Funding is a member of the ELG Executive Management Committee and leads oversees and reports on the activities of the following six branches: the Corporate Finance and Administration Branch which is responsible for accounting, budget preparation, payments and revenues as well as coordination of the department's administrative needs; the Human Resources Branch which provides advice and support to the department through staffing, planning, performance management, as well as providing motivation and coaching support to management staff, the Information Management Services Branch which is responsible for strategic information technology planning, support and management as well as Graphical Information Systems (GIS) and records management services; the Performance Excellence Process Branch which leads the adoption of GNB's Formal Management System including ELG's annual strategy development process and facilitates various improvement projects using Lean Six Sigma practices; the Legal Affairs Branch which provides departmental and program delivery advisory support in the form of legislative research, interpretation and application; and the Community Funding Branch which is responsible for the administration the Department's funding programs such as the Environmental Trust Fund and infrastructure programs like the Gas Tax Fund, the Small Communities Fund and the Clean Water and Wastewater Fund.  

The ADM provides strategic advice and direction to the Deputy Ministers and Ministers of DELG, members of Executive Council, and senior leaders in other government departments related to the mandate of the Division. This advice informs the development of legislation, policy and programs, influences strategic

relationships with critical stakeholders, and informs engagement with other government departments on all matters related to the Division.

Work environment

  • Office location: Marysville Place, 20 McGloin Street, Fredericton 
  • Office layout: Office with surrounding open cubicles
    • Your Team:  Includes a team of professionals who work as part of a multi-disciplinary team to achieve varied objectives  
    • Standard hours of work: Monday - Friday, 8:15-4:30, however work outside of these hours may be required to meet work objectives

Your attitude, skills and interests are just as important as your area of study. We are looking for diverse backgrounds that bring a combination of the following:

Essential Qualifications:

  • Master's degree with a minimum of 8 years' with significant experience within a complex, multi-stakeholder and customer/client focused environment, including five years at the senior level with human resource and financial management responsibilities. OR
  • Bachelor's degree with at least 10 years' with significant experience within a complex, multi-stakeholder and customer/client focused environment, including five years at the senior level with human resource and financial management responsibilities.
  • Extensive knowledge of government operations and the legislative environment.
  • Excellent oral and written communications skills.

An equivalent combination of education, training and experience may be considered.

Nice to Have (their asset qualifications)

  • a recognized professional accounting designation (CA, CGA, CMA)

Operational requirement: Travel within and occasional outside the province.

Wage
Pay Band 10 - $112,892 - $124,254 annually
