The Department of Transportation and Infrastructure has a broad mandate and is committed to maintaining and improving New Brunswick's public infrastructure.  The Department of Transportation and Infrastructure's mission is to contribute to New Brunswick's economy and quality of life by providing and supporting sustainable infrastructure that allows for the safe and efficient movement of people, goods and government services to the public.  Not only is the department responsible for managing over 18,000 kilometers of provincial highways, it also manages the planning, design and construction of hospitals, schools and other government buildings.

The Emergency Management Branch provides technical and professional support in preparing for, responding to, recovering from, and mitigating emergencies that impact the transportation network. It coordinates with public and private partners to address urgent infrastructure issues during crises, aligning with departmental policies and ensuring clear responsibilities.  The branch leads all emergency events in collaboration with internal and external stakeholders.

What you will do

Reporting to the Director, the successful candidate will be responsible for the following responsibilities:

  • providing leadership, guidance and support to employees, while ensuring effective teamwork and performance;
  • leading the implementation of branch strategy across preparedness, mitigation, response, and recovery activities;
  • overseeing managers, technical staff, and consultants to deliver emergency management programs and projects on time, on budget, and to the highest quality;
  • providing leadership during emergency events as the Department's secondary point of contact (“Second-In-Command”) at the Provincial Emergency Operations Centre;
  • developing and maintaining emergency management plans, policies, and procedures to ensure continuous improvement and alignment with departmental objectives;
  • fostering collaboration and communication with internal and external partners to achieve coordinated emergency responses and strategic outcomes;
  • providing expert technical and policy advice on emergency management and infrastructure resilience; and
  • promoting a culture of readiness, accountability, and continuous improvement within the branch.

Work environment:

  • Office location:  440 King Street, Fredericton.
  • Open office layout.
  • Standard hours of work:  Monday - Friday, however individual is expected to be available 24/7 in emergency situations.
  • We promote a scent-reduced environment.
  • Some travel within the province will be required.

Essential Qualifications:

  • A university bachelor's degree in engineering or relevant applied sciences with a minimum of eight (8) years of related experience in an engineering and/or environmental management and climate change related field.
  • Three (3) years of direct supervisory experience managing employees and diverse teams.
  • Valid Class 5 driver's license as issued by the Province of New Brunswick.

An equivalent combination of education, training and experience may be considered.

Written and spoken competence in English is required. Please state your language capability.

Asset Qualifications:

Preference may be given to candidates that demonstrate the following assets:

  • experience in emergency management or disaster risk reduction within a public sector environment;
  • experience representing an organization on interdepartmental or intergovernmental committees;
  • demonstrated experience and knowledge in areas of transportation infrastructure policy.

Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

SALARY:
Pay Band 6: $2,991.00 to $3,979.00 bi-weekly, based on 36.25 hours per week.
