Service New Brunswick is seeking an individual to join the Technology Services Division as a Software License and Compliance Specialist. The SNB Technology Services Division provides technology services to all Government of New Brunswick departments and Regional Health Authorities. With over 700 employees, we form one of the largest IT employers in the province with office locations in most cities and regions. The Government of New Brunswick (GNB) is dedicated to transforming how it manages its operational business units and finances. This position is part of a multi-disciplinary and highly skilled team tasked with ensuring software license compliance, optimizing license usage, and managing vendor relationships to support the organization's strategic objectives.

KEY RESPONSIBILITIES:
The Software License and Compliance Specialist responsibilities include, but are not limited to:

  • Assist with defining and implementing a Software License and Compliance program inclusive of software policies, processes, and guidelines to ensure licensing compliance.
  • Conduct internal software audits to identify variances between deployed and licensed software; ensure deployed software aligns with the quantity and licensing models purchased, rectify variances between deployed and licensed software.
  • Manage vendor compliance audits as required.
  • Oversee the purchase of software licenses; determine contract requirements, process subscription and maintenance renewals.
  • Work with relevant stakeholders in negotiating license reductions/increases as necessary according to usage.
  • Participate in negotiating new software vendor license agreements, negotiate changes to existing agreements.
  • Foster and sustain collaborative partnerships with major software vendors to maximize the value derived from all agreements.
  • Maintain expertise and advise Product Owners, Managers, IT Senior Management and other key stakeholders on effective license management methods, processes, and best practices.
  • Ensure that software licenses are consistently kept up to date and that compliance is rigorously maintained.  This may entail automating existing processes to enhance service delivery to our clients.
  • Provide comprehensive reports on the status of all licenses for employees or groups of employees, including any upcoming requirements that need to be completed.

ESSENTIAL QUALIFICATIONS:

A university degree in Computer Science, Engineering, Business Administration or in another related discipline and a minimum of five (5) years of related experience in Software Asset Management and Licensing (interpreting license terms and conditions; purchasing and tracking software licenses; and tracking software in inventory systems).

Subject to the response to this competition, an equivalent combination of training and experience may be considered.

Written and spoken competence in English is required.

ASSET QUALIFICATIONS: Preference may be given to candidates who demonstrate they have training or experience in one or more of the following areas:

  • Certified Software Manager
  • Experience in software license management, especially in interpreting contract language and compliance.
  • Experience with Microsoft licensing for the enterprise.
  • Experience in contract management, especially in contract negotiations
  • Experience with asset management tools such as Microsoft System Center Configuration Manager (SCCM)
  • Proficient with or working knowledge of other proprietary reporting and discovery tools used for software license management and compliance.
  • Knowledge and experience with software asset life cycle management processes planning, acquisition, deployment, monitoring, and retirement.
  • Ability to conduct research and exercise good business judgment

OPERATIONAL REQUIREMENTS:

Salary: $67,600 - $94,406 annually - Pay Band 5 - Management and Non-Union Pay Plan
