ASSISTANT DIRECTOR, ENTERPRISE RISK AND AUDIT

We are seeking a highly skilled and strategic finance professional to join the recently renewed and restructured New Brunswick Housing Corporation (NBHC) as Assistant Director, Enterprise Risk and Audit, in its Central Office in Fredericton.

The NBHC is focused on working with all levels of government, community groups, organizations, and the private sector to identify and maximize housing development opportunities while providing support through a housing strategy to positively impact New Brunswickers.

Reporting to the Chief Financial Officer, the successful candidate will lead NBHC's enterprise risk management framework, internal audit function, and contract management framework, and will provide objective assurance, advisory services, and decision support to executive management and the Board of Directors.

Specific duties will include, but will not be limited to, the following:

Leading the development, implementation, and ongoing maintenance of NBHC's enterprise risk management framework, including the corporate risk register;

  • Conducting organization‑wide risk assessments and developing controls, mitigation strategies, and contingency plans to address financial, legal, operational, and reputational risks;
  • Establishing and leading an internal audit function, including the development of audit methodologies, annual audit plans, audit execution, reporting, and follow‑up;
  • Reporting independently to the Finance and Audit Committee of the Board of Directors on internal audit and risk management matters;
  • Leading the development and implementation of a corporation‑wide contract management framework, including financial risk analysis and compliance oversight;
  • Reviewing complex contracts and agreements to ensure appropriate financial risk identification, mitigation, and compliance with legislation, policy, and accounting standards;
  • Providing expert advice and analysis on business cases, Memorandums to Executive Council (MECs), and strategic initiatives;
  • Supporting the preparation of corporate financial statements, audits, and reporting requirements, including those related to Canada Mortgage and Housing Corporation (CMHC) funding agreements;
  • Leading, mentoring, and managing professional and analytical staff and providing guidance across the organization on risk, controls, audit, and contract management matters.

ESSENTIAL QUALIFICATIONS:
Master's degree in Business Administration or Public Administration with a recognized professional accounting designation (Chartered Professional Accountant (CPA) designation)  and a minimum of five (5) years' work experience in risk management, audit, or related fields, including one (1) year of direct supervisory experience in staff management is required OR a Bachelor's degree in business administration or public administration, commerce, accounting, or a related field with a recognized professional accounting designation (Chartered Professional Accountant (CPA) designation), and a minimum of seven (7) years of progressively responsible experience in risk management, audit, or related fields, including one (1) year of direct supervisory experience in staff management is required.

ASSET QUALIFICATIONS: Preference may be given to candidates who demonstrate experience in the following areas:

  • Enterprise risk management frameworks and corporate risk registers;
  • Internal audit planning and execution in accordance with professional standards;
  • Contract management and financial risk analysis.

Subject to the response to this competition, candidates may be required to demonstrate one or more of the asset qualifications in addition to the essential qualifications.

OPERATIONAL REQUIREMENTS: The following operational requirements are also required:

  • Travel throughout the province may be required.
